TUESDAY, FEBRUARY 1, 1994
   * Mr. KILDEE. Mr. Speaker, I rise before you today to pay tribute to a man whose contributions to the field of law enforcement have made him a legend in Oakland County, MI. When Capt. Phil M. Bowser retired from the Waterford Police Department on December 31, 1993, he left behind him a 30 year history of selfless dedication to the department and the citizens of Waterford Township. It was indeed fitting that on Thursday, January 20, 1994, I and other admirers, coworkers and friends gathered at the Three Hundred Bowl to thank Phil and wish him well as his life entered a new phase.

   * Phil Bowser is a lifelong resident of Waterford Township and a product of Waterford schools. Before being hired by the Waterford Police Department in September 1964. Phil was employed by General Motors and was an assistant store manager for A&P Food Stores. Upon being hired by the police department, Phil dedicated himself to improving the quality of life of Waterford citizens and the quality of service of the Waterford Police.

   * With his highly developed sense of purpose, it should come as no surprise that Phil worked his way through the ranks to become one of the Waterford Police Department's two captains. As the commander of the Administrative Services Division, Phil became literally the right arm of the police chief, often serving temporarily in the top post when the chief's responsibilities required him to be elsewhere. As the chief's top administrative aide, Phil was responsible for the management of all nonuniformed personnel and a $6.8 million budget.

   * Phil is a team player and has been described as the major stabilizing force in the police department. Phil could serve successfully in this role largely because of the strong values he developed prior to becoming a police officer. He is extremely loyal. Most importantly, Phil Bowser genuinely cares about the professional development and the human dignity of every person what works with him. Along with his wife Jane, Phil raised four daughters.

   * Captain Phil Bowser believes strongly in community involvement and has led by example. He is a member of the Waterford Democratic Club, the Fraternal Order of Police, the International Police Association, the Pontiac-Waterford Elks Lodge 810, and the Waterford Eagles Aerie 2887. Phil is also a veteran of the U.S. Air force.

   * Mr. Speaker, I am grateful for this opportunity to share with you the accomplishments of Capt. Phil M. Bowser. An outstanding resident of the Ninth Congressional District, Phil's life has been a source of inspiration for myself and many others who have had the privilege of knowing him. His career is an example of how fulfilling a life in public service can be. I ask you, Mr. Speaker, and my fellow members of 103d Congress to join me in honoring a truly great American, Capt. Phil M. Bowser.

A little Phil Bowser History..

Well I guess I have to go back at least 68 years to the day I was born.
My first job was to make life wonderful for the nurses at the Hospital
in Greeneville Tn! Then I made life even more wonderful for my sister
Alma which is 5 years older then I of whom I had the honor to buy Her
and her husband Truman dinner at the Big Buck Brewery in Gaylord Mi on
Friday night. The rest of my immediate family have gone to a far better
place.
My jobs consisted of helping my Mother clean the front part of the Huron Theater during my youth.  She did it until she was almost 70 years of age with over 40 years there.
Then the following:
Hinkleys 5 & 10 store which is now Harwoods tailor and tuxedo store on
W. Huron.
Paper route in Huron Gardens covering Myrtle Lakeview Josephine Premont.
Caddying at Orchard Lake CC where I was a Captain Caddie for 3
years!(Keep that Captain in mind)!
The A & P Tea Co. where I worked through the jobs to assistant    
Co-manger of the store.
During that Time took a correspondence course in Electronics at the
United Electronics of Kentucky to learn about the new world of Television!
Looked around one day and realized there were no old managers for A &
P so decided time to get out before I was burnt out and then kicked out!
Took a job as a HUSBAND!
Got drafted into the Air force in a round about way where I became a
COOK with a degree in cooking! (HONOR GRADUATE OF 60 GUYS IN MY
CLASS) but I am not bragging!!!! :)
Started gaining weight about that time!!!
Got out of the service and became a father!
Been a Father ever; since now have 4 daughters!
Went to work for Fisher Body for a short term until the strick of 1964!
Became a Waterford Police Office ( NOT COP PLEASE)
My first love and I grew apart and we agreed to disagree and went our
separate way.
Took on another Job as a Husband and have kept that one for 33 years!!
and Hoping for another 33+!  Still love the first one Just glad
someone else has her!
Retired in Dec. 1993. Have not made an honest dollar since!
Got S.S. in 2000 and still not making and honest dollar but making
more money then I ever did working!
Just counting the Grand Kids of which I have another one due in Nov.
in S.C.!
2005 started loosing weight but Oh what a job!!!
Hardest Job I ever had!!! 
 Phil AKA The Tn Kid, Sarg., Cap, Dad, Pa, Father and most enjoyed but
seldom heard "Honey" the best of all "PaPa"

My first real paying job was at Hinkleys 5 & 10 store. It was
located where Harwoods Tuxedo is on Huron st. I was 12 years old. I
don't think they even had work permits back then. I would go there
each day after school and sweep the floors. I had to spread this red
sawdust down then sweep it all up. It kept the dust down. I also had
to wash the windows a couple times a week. Some of the side benifits
was each month the store had to send the unsold Comic books back to
the publisher. I had to take just the front cover off to be sent back
and I could take home any comics I wanted. I would take one of each
home.  I also was allowed one piece of candy each day from the candy
counter which was all bulk back then. I liked the ones covered in
Chocolate with the white fillings. I did that for about a year before
I started cadding. Phil tnkid '56 WTHS

The Western auto was just North of the Sears store and I
thought the Sears store was Big. It had an upstairs, main floor and
the Basement as you pointed out with the auto section out back.  The
"White Tower" Burger place was next door. to the south. I remember
being in there once when I guy came in ordered a glass of warm water
then put ketsup in it to make tomatoe soup!  Simms was just south of
the White Tower.They were all on the east side of the street and
Federals was built across from Simms. Years later the Western Auto
moved up on Huron near Franklin by the funeral home and across the
street from the XXX hamburger place.
